Queue a phone command

/v1/phones/{slot}/commands
Sends a single device command, such as reboot or brightness, and
returns a running run record. The run succeeds once the phone has run
the command. For get_ip and clipboard_get, result.value holds the
value the phone reported. Poll GET /v1/phones/{slot}/runs/{run}
for the outcome.
